Zhang Bailan, a 37-year-old resident of San Franciso, has been arrested and charged with vehicular manslaughter and driving under the influence following a fatal automobile accident on Highway 101 in San Franciso Monday morning. Bailan was southbound on Highway 101 when he veered from the driving lane onto the shoulder, where William Lemus and Rodolfo Armenpa were fixing a flat tire on Lemus’ car. Bailan’s car apparently struck both Lemus and Armenpa, killing Lemus and injuring Armenpa. Bailan’s passenger, Elizabeth Lam, also of San Francisco, was arrested along with Bailan and charged with giving false information to a police officer.
